There is a Technical Service Bulletin #09/06 that refers to the "swish swish" noise which may be related to your problem. Too big to load on forum, PM me an email address and I will send it (PDF file).

All jokes aside I took it in to the experts to fix and they couldn't fix it either.

what I have found with BA park brakes is you must back off the cable ajustment all the way first, then ajust the shoes (need to remove the caliper and disc)make sure not to tight though, then ajust the cable to gain the right lever height.should fix the problem if no other fault exsists.

you have to slack off the brake cable, then adjust at the disc. My brake shop tells me you can do it without removing the disc rotors, but it is a fiddley job, they assure me there is an adjustment hole in the rotor, you just have to find the adjuster, ( interesting comment about the stronger return spring, because the hand brake adjustment seems to quickly, i have 65k on the clock and have the hand brake adjusted three times )

i have the exact same problem, i had a mechanic adjust the hand break and he told me the scraping is from the inside drum brake like part being out of round, n to fix this i need to put it on a lave and have it re-rounded.
hope this helps, (i notice my scraping if i have the window down and going 35km/h)

You can adjust the hand brake provided the disc has an inspection hole for the adjuster. My BF discs have the hole located 180deg out to the adjuster so I had to remove the discs. No fun but it was 2hrs well spent when I ended up with a handbrake. Ford did it prior to me buying my car and it only worked for 4 weeks.

My adjustments been fine for the last 3mths.
